Riverside County has been permitting accessory dwelling units at a pace nobody planned for. Detached backyard builds, garage conversions, junior ADUs carved out of a spare bedroom — they go up across Temecula, Murrieta, Menifee and the unincorporated county every month. The architecture gets attention. The kitchen gets attention. The mechanical system gets whatever is cheapest three weeks before final inspection.
That is a mistake with a long tail. An ADU is a small, poorly shaded, heavily glazed box that frequently sits on the hottest side of the lot, and in this valley it will see 100°F-plus for weeks at a stretch. Get the HVAC right and it is the cheapest room in the compound to condition. Get it wrong and you have a rental unit that nobody wants to sleep in from June through September. An ADU is a dwelling unit. That single sentence drives most of the code obligations, and it surprises people who assume a 600-square-foot studio gets treated like a shed.
Riverside County permit fees for a mini-split or new HVAC system on an ADU generally land between $400 and $800 depending on jurisdiction, and the mechanical permit is separate from the ADU building permit. Budget for it. An unpermitted system becomes a problem the day you try to sell or refinance.
The first idea every homeowner has is to run a duct branch off the existing furnace to the new unit. It looks like the cheap option. It is usually the expensive one.
Your existing system was sized with a load calculation for the existing conditioned square footage. Adding 600 or 800 square feet of new load to a system that was already right-sized means the system is now undersized for everything. On a 100°F afternoon the main house loses ground and the ADU never gets cold. If the original system was oversized — and plenty in this valley were, because rule-of-thumb sizing was standard practice for years — you may have capacity on paper, but you almost certainly do not have the duct static pressure budget to move that air an extra sixty feet through the attic and across the yard.
There is also a zoning problem. An ADU is occupied on its own schedule. Tenants set their own thermostat, cook at their own hours, sleep at their own times. Tying that unit to the main house thermostat means one household controls the other’s comfort. Every landlord who has done it regrets it by the second summer. And in a rental arrangement, a shared system means the main-house meter pays to cool the tenant’s unit.
The honest engineering answer is a Manual J load calculation on the ADU as its own building, then a dedicated system sized to that number. It costs less than people expect and it removes every one of the problems above.

For most of what gets built here — a 500 to 750 square foot detached unit with one bedroom — a properly sized single-zone or two-zone ductless heat pump is the answer. It heats and cools from one machine, there is no gas line to run, no ducts to leak, and a 12,000 BTU inverter head will hold a well-built ADU at 74°F through a Temecula August without breathing hard. If you are still weighing system types generally, central vs. mini-split vs. heat pump compares them on capital cost, operating cost and lifespan. Do not neglect the heating side either: an ADU on a 34°F January morning loses heat faster than the main house does, and an inverter heat pump covers both jobs from one machine.

A rule of thumb you will hear from contractors who do not want to do the math is 20 BTU per square foot. On an ADU that rule is wrong in both directions depending on the build.
A 2026-built detached ADU with R-21 walls, R-38 ceiling, dual-pane low-E windows and a light roof will often land near 12 to 15 BTU per square foot. A 1978 garage conversion with an uninsulated slab, a west-facing former garage door wall and R-11 in the ceiling can run past 30. Same square footage, more than double the load. That is why the load calculation is not a formality.
Oversizing is the more common failure. An oversized system satisfies the thermostat fast, shuts off, and never runs long enough to pull humidity or to mix air across the space. In a small unit you feel that immediately: cold near the head, warm in the bedroom, clammy everywhere. Undersize slightly before you oversize.
Be careful with anything you read on this subject that was written before 2026, because the landscape changed hard.
Financing is often the more useful lever than rebates at this point. On a project this size, spreading the equipment cost across the first two years of rental income is a more reliable plan than waiting on a program that may reopen.
Roughly half the ADU work we touch in this valley is a garage conversion, and it deserves separate treatment because the building envelope starts out hostile.
A garage was never built to be conditioned. The slab has no perimeter insulation and often no vapor barrier. The walls may be single-sided drywall or bare studs. The former door opening becomes a framed wall that is only as good as the crew that built it. The ceiling frequently has nothing above it but a vented attic that hits 140°F in July.
Operating cost is where a right-sized inverter heat pump earns back the premium. At SCE residential rates, a well-insulated 600-square-foot ADU on a modern 12,000 BTU inverter mini-split typically runs $35 to $70 a month in peak cooling season, depending on setpoint and occupancy. The same space on a pair of window units, or on a branch off an oversized main-house system running to satisfy two thermostats, can easily double that.
Over a ten-year hold on a rental, the difference is not a rounding error. It is also the difference between a tenant who renews and one who complains every August.

Whichever direction you go, put the unit on a maintenance schedule from day one. Our maintenance service keeps the warranty intact and catches a low charge before it takes the compressor. Permanent heating is required — an ADU is a dwelling unit and must be able to hold 68°F at three feet above the floor from a permanent, fixed heat source. Cooling is not mandated by code, but in Riverside County an unconditioned ADU is effectively unrentable from June through September.
Almost never a good idea. Adding several hundred square feet of load to a system sized for the main house undersizes it for everything, and your ducts rarely have the static pressure budget for a long new run. It also puts two households on one thermostat and one meter. A dedicated system is usually cheaper over five years.

Not federally. The 25C energy efficient home improvement credit expired on December 31, 2025, so equipment installed in 2026 does not qualify. TECH Clean California single-family incentives were fully reserved as of January 2026. Utility-level programs still change, so we verify current status at quote time.
Usually 9,000 to 12,000 BTU for a well-insulated 2020s build, and 12,000 to 18,000 BTU for a garage conversion with an older envelope. The honest answer comes from a Manual J calculation, because west-facing glass and ceiling insulation move that number more than square footage does.
Yes. A mechanical permit is required and it is separate from the ADU building permit. New duct systems also require HERS verification of duct leakage. Ductless systems avoid the duct testing requirement, which is one reason they are the default choice on ADU projects.
